Halil Göksan is in charge, with Lubiana Gosp-Server, of the coordination and organization the Master of Advanced Studies in European and international governance. This interdisciplinary programme is organized by the Centre of European Legal Studies (CEJE) and the Global Studies Institute (GSI) of the University of Geneva in cooperation with the United Nations Office at Geneva (UNOG).

Halil obtained his Bachelor degree in law from the University of Lausanne in 2010 and his Master degree in European and international law from the University of Geneva in 2012. Since November 2012, Halil is pursuing his PhD at the Faculty of Law of the University of Geneva and he is working on a thesis about the legal nature of Sustainable Development Goals within the framework of global law from a theoretical perspective.

Along with his doctoral studies, Halil coordinated for five years (2013 - 2017) the organization of a three-week summer school on “Understanding Global Governance” at the University of Geneva. In addition, Halil worked four years (June 2012 – June 2016) as civil society activist at the International Geneva. From July 2016 to October 2016, Halil was as a legal intern at the United Nations Dispute Tribunal in Geneva. Since February 2017, Halil is also working as a legal consultant for a UN Agency.
